In general in AIML if you define a response for something more specific, that response will be used.

The local is not the timezone, it just affects how the date is printed.

To set the timezone of the date use the "timezone" attribute set to the GMT hour offset.

You can also use Self to print a date, even from AIML,

So your issue is you have another pattern that is taking precedence.

Your response for "stop running" seems to be using the response "I have already stopped running".

Perhaps give the response list of the responses you have entered.

To delete ALL of a bot's knowledge and responses go to its Admin Console, Knowledge, "Status" page.
Click on "Delete All", this will delete EVERYTHING in your bot including ALL responses, scripts, and knowledge.
